Periodic inspection and testing of an electrical installation has been recognized as an essential part to ensure compliance with the requirements of the 1989 Electricity at Work Regulations.

The decision that the inspection and the test be carried out is generally instigated by a company that evaluates its Health and Safety policy. As it is a requirement of the Health and Safety at Work Act of 1974 that electrical systems installed in workplaces comply with the requirements of the Electricity at Work Regulations of 1989, more companies are introducing people and procedures to ensure that The company, when reasonably possible, introduces a proactive maintenance program and, therefore, creates a safe working environment.

Most electrical installations are designed and built to a very high standard. But once the installation is in operation and under the control of the owner, problems may occur due to the following
a) in a change of ownership or lease of the premises
b) on a change of use of the premises
c) after modifications or additions to the original installation
d) due to any significant change in the electrical load of the installation
e) when there are reasons to believe that damage to the installation could have been caused
The extension and modification of an existing installation can generate additional voltage in a system that is already heavily loaded, which can cause a possible failure, premature failure and, in severe cases, even fires.

With the introduction of the Electricity at Work Regulations of 1989, it has now become the legal responsibility of the owner (or the person designated by the owners) of the electrical installation to avoid electrical accidents. The regulations require that all electrical systems and appliances that are or may be connected to the electrical installation be kept in safe conditions so that users can be protected against electric shock or fire hazards.

Regulation 4 (2) of the Electricity at Work Regulations of 1989 requires that all systems and devices must be maintanined so that they can be helpful to prevent danger. To avoid any danger there is one main way and that is  perform periodic inspections and tests; consequently, it can be interpreted that there is a legal requirement to inspect and test. To ensure that the fixed wiring system works and continues to function properly and safely, it is compulsary that an inspection and test  should be completed.

Some installations require regular inspections and electrical tests and, in some cases, electrical inspection and tests are mandatory. Inspection and mandatory tests are usually a requirement of a local authority or are part of the conditions that must be met for licensing purposes.
